Double-manning (also called multi-manning or team driving) lets two qualified drivers share one vehicle so it keeps moving with only short breaks. Under Regulation (EC) No 561/2006, Article 8(5) , each driver must take a new daily rest of at least 9 hours within 30 hours of ending their last rest period.

What counts as double-manning under EU tachograph rules?

Double-manning applies when at least two drivers are on board to share the driving between one daily rest period and the next. The arrangement only counts as multi-manning for the portion of the trip where both drivers are present in the cab, since the first hour of a multi-manned journey is exempt from the two-driver requirement. Fleets that schedule these crews well cover more distance per 24-hour cycle than a solo driver ever could, which is why dispatchers building routes with a transport management system need the rule encoded correctly before assigning a second driver.

How does the 30-hour rest window work for two drivers?

A solo driver's qualifying window for a new daily rest is 24 hours from the end of the last rest period. Article 8(5) extends that window to 30 hours for multi-manned crews, and shortens the minimum rest itself to 9 hours rather than the standard 11. This is a derogation, not a general relaxation: each driver still obeys the same continuous-driving limit (4.5 hours before a 45-minute break) and the same daily and weekly driving-time ceilings as a solo driver. Only the rest-period qualifying window changes. The European Commission's driving and rest times guidance confirms this derogation has stayed unchanged since Regulation (EU) 2020/1054 took effect on 2020-08-20, so as of 2026 it remains the governing text. Do both drivers need to insert their tachograph card?

Yes. Each driver inserts their own card into the vehicle unit for the entire shift, switching activity mode between driving, availability, and rest as their role changes, so both records stay complete and attributable. Neither driver may drive on the other's card, even briefly. This is one reason double-manning schedules are worth planning against the same rulebook that governs standard daily driving-hour limits : the driving-time ceiling per driver does not change just because a second person is in the cab, only the rest-window mechanic does. Can the second driver join up to an hour after the shift starts?

Yes. The requirement for two drivers to be present in the vehicle does not apply during the first hour of multi-manning. A crew can therefore start a journey with one driver and have the second driver join within that first hour without breaking the double-manning rule.

Do both drivers get the same driving-time limits as a solo driver?

Yes. Multi-manning only changes the rest-period qualifying window and its minimum length. Each driver individually still follows the standard 4.5-hour continuous-driving limit, the 9-hour (extendable to 10 hours twice weekly) daily driving cap, and the usual weekly and fortnightly driving-time ceilings.

Is double-manning mandatory for any type of cargo?

No. EU tachograph rules do not require double-manning for any specific cargo type. It is an operational choice fleets make to cover longer distances faster, most often on time-sensitive international runs, and Article 8(5) simply sets the rest-period mechanic that applies once an operator chooses to run a route this way.

What happens if only one driver has a valid tachograph card?
